Pioneering Safety Innovations with Kier Transportation and Clearway

At Core Highways we were delighted to support our client, Kier Transportation, and collaborate with our technology partner, Clearway, to address potential road safety concerns at the Ullenwood Manor/A436 Junction in Cheltenham.
The Challenge:
Concerns were raised about the practicality and safety of this busy junction becoming the main site entrance for the A417 Missing Link major project for National Highways. With reports of unsafe driving behaviour and a significant interface with Kier’s works, it was clear that an informed and innovative approach was needed to propose a safer temporary layout during the construction phase.
The Solution:
Working closely with Kier and Clearway, we quickly deployed a solar-powered CCTV Tower equipped with cutting-edge, AI-driven Vehicle Incident Detection and Traffic Monitoring Systems. This enabled the team to:
- Conduct detailed traffic surveys, including vehicle counts and classifications
- Detect and report on unsafe acts and near misses
- Monitor driver behaviour, such as vehicles stopping foul of the eastbound carriageway or pulling out in the path of oncoming traffic
The data collected was invaluable in shaping a safer design for the junction, ensuring both the practicality and safety of the site during construction.
The Outcome:
We are incredibly proud that this innovative approach earned a National Highways Blue Star Award—a testament to the power of collaboration and innovation in delivering health, safety, and wellbeing benefits.
Blue stars are awarded for exceptional performance or new Initiatives not widely used on other sites and are awarded by members of the National Highways H&S team.
We’re thrilled to have been part of this project, working alongside Kier Transportation and Clearway to deliver a solution that prioritises safety and efficiency and were delighted to have Simon White, MD (Major Projects and National Clients) joined at the award ceremony by Anthony Perry, our Continual Improvement Manager.
