Lizi Stewart

Chief Executive Officer

Lizi joined Core Highways in 2022. Previously she was Managing Director of the Transportation division at Atkins, where she led 2,700 professionals in the rail, highways and local transport markets. Her background is in management consultancy where she worked with clients across the UK, Europe, Middle East and Asia delivering transformational change. Lizi has been part of engineering Joint Ventures for the UK’s largest infrastructure projects, such as Lower Thames Crossing and HS2.  

Lizi studied Law at Bristol University and holds a Masters in Construction Project Management. She is a Fellow of the Chartered Institution of Highways & Transportation.  

As CEO, Lizi is accountable for Core Highways’ strategy, performance and culture. She sits on the Core Highways Board.

Outside of work Lizi spends her time making memories with family and friends.

Ian McLaren

Chief Financial Officer

Ian joined Core Highways in 2023 from Peel Ports Group, where he was Group CFO. Ian has built his career across the Transportation, Technology and Professional Services sectors, and across diverse geographies including the UK, Asia Pacific, Continental Europe and the US.  He has a passion for the power of effectively implemented technology, which was honed as CFO at Govia Thameslink Railway, a £1.9bn business and the UK’s largest train operating company. 

Ian is responsible for the financial health of the business, making sure we deliver to all our stakeholders.  As well as holding responsibility for the finance function, he is also responsible for our IT, fleet, procurement and facilities team. Ian sits on the Core Highways Board. 

Ian holds a BA (Hons) in Accounting and Finance and is a Fellow of the ICAEW.  He is a Fellow of the IoD and won an IoD Director of the Year Award in 2017.

Ian is a keen cyclist, as well as a qualified bicycle mechanic, and enjoys competing in regular cycling events. Ian has completed the Land’s End to John O’Groats ride three times raising over £100k for charity.

Jenny Moten

Regional Managing Director

Jenny joined our company in 2023, arriving from Cadent Gas where she was Northwest Network Director, overseeing £2.5bn of assets and 1,100 employees.  Prior to that Jenny was a Business Director for Amey, leading the delivery of a £2.7bn 25-year PFI for Birmingham City Council.  She also spent 12 years with National Highways.

Jenny holds an MBA with Distinction from Manchester Business School.  Jenny is a member of the Core Highways Board.

As Regional Managing Director, Jenny is accountable for delivering operational excellence for our clients across the Core Highways regions, ensuring that we deliver great customer service to a consistently high standard wherever we work.

Outside of work, Jenny is an avid Birmingham City fan and supports the Irish Rugby team.

Simon White

Managing Director, Major Projects & National Clients

Simon joined Core Highways in 2022.  He commenced his career with Atkins, joining Skanska as part of the sale of the Atkins Highways Services business.  Before joining Core Highways Simon was Strategic Development Director for Milestone.

Simon is a Chartered Civil Engineer and Fellow of both the Institution of Civil Engineers and the Institute of Highways Engineers.  With over 23 years experience in the highway sector, working for Tier 1 Contractors on the strategic and local road networks, Simon has gained a deep understanding of client priorities and challenges.  Simon is the Chair of the CECA Highway Maintenance Group, sits on the IHE Council and is part of National Highways Incursion and IPV Working Group. Simon is a member of the Core Highways Board.  

Simon leads our portfolio of major projects nationally, as well as our key frameworks with national clients. Simon has a particular passion for the environment and leads on the decarbonisation of our services. 

Away from work Simon enjoys rugby, travel and watersports.

Dan East

Win Work Director

Dan joined Amberon in 2006 after starting his career in logistics and hire.  After establishing the Amberon business in Wales, Dan moved into National Sales and Commercial roles and has been instrumental in the growth and success of Amberon.  

Dan sits on the main Board of Core Highways, having first become a Director in 2017. In 2023 Dan was promoted to Win Work Director for Core Highways, where he leads our Win Work Centre of Excellence and supports our business’s growth ambitions.  Dan’s expertise in understanding customer’s requirements both operationally and commercially is central to his work winning approach, alongside his belief in the importance of partnership.

Outside of work, Dan can be found mountain biking, watching sports or supporting his children’s successful dance careers.

Terry Musson

Asset Director

Terry joined us in 2009, from Hewden where he was Regional Manager for the Southwest and Wales.  

Terry was instrumental in the professionalisation of the Amberon business, leading the formal accreditation of the business to industry standards.  In 2017 Terry joined the Board of Directors as Managing Director of Amberon.  Terry has played a key role in the regional expansion of the business into Wales, Midlands and the North.  He has led the business through several acquisitions and ownership changes and has been instrumental in our drive to become one business.  Terry is a member of the Core Highways Board.  

Outside of work Terry loves to cycle, enjoying the challenge of the climb and the sense of achievement at the top.

Christina Scant

Group Head of Human Resources

Christina joined the Core Highways family in 2018.  Previously Christina worked in operations for Stagecoach UK Bus.  Christina is a member of the Supply Chain Sustainability School’s Fairness, Inclusion & Respect Steering Board.  She Chairs the Cornerstone Employers Group for the Careers and Enterprise Companies Careers Hub in the Southwest, supporting school leavers to find valued employment in the Construction sector.  Christina is passionate about supporting underrepresented groups to find career opportunities and recently enabled Core Highways to achieve Disability Confident Leader status.

Christina holds a BA (Hons) in History and is a Chartered Fellow of the Chartered Institute of Personnel & Development.  

As Group Head of HR, Christina leads our People function overseeing a complete HR team that provides professional support across the business, including internal communications, employee engagement and learning and development. 

Outside of work Christina can be found with her family, travelling or walking the dog.

Neil Amesbury

Operations Director, Barrier

Neil has over 22 years of experience providing highway vehicle restraint systems.  Neil started his career in quarrying and asphalt working as an engineer, contracts manager and quantity surveyor.  Neil joined Barrier Services Ltd in 2001, becoming a Director in 2008.
 
As Operations Director, Neil is responsible for the operations across our Barrier team, with key areas of focus including health and safety, logistics and technical advice.
 
Away from work, Neil is a keen cyclist and runner, and family man.

Dan Raffles

Commercial Director, Barrier

Dan joined our Barrier team in Summer 2006, becoming a Director in 2013.  He started his career in Quality and Environmental Management at Cemex, before moving into estimating.  Dan has over 15 years of experience in advising on and pricing highway vehicle restraint systems.  

Dan holds a Specialist Diploma in Environmental Management.

Dan is responsible for the commercial side of the Barrier team, providing commercial and technical advice.

Outside of work, Dan can be found with his family or adventure climbing.

Prys Lewis

Commercial Director, Major Projects

Prys joined the Core Highways family in 2013, joining from Hansons where he was Contracts & Commercial Manager.  Prys has grown his career with the company becoming Regional Director for Wales & Midlands before moving to become Commercial Director at Forest.

Prys holds a BEng (Hons) in Civil Engineering.

As Commercial Director for Major Projects, Prys has a focus on growing market share with sustainable growth, leading on all commercial activities from tender inception to delivery conclusion.

Away from work Prys is kept very busy by his sporty son and is a proud supporter of the Welsh rugby team.
